The Santos Port Authority board of directors received this Wednesday, 14, representatives of the 16 proponents that were authorized to donate project studies for the possible concession of the navigation canal of the Port of Santos, which will advise the design of the bidding model. The meeting served as a project kickoff and as a publicity event to help inform the general public.
Originally, the proponents had 100 days, beginning July 26th — date in which the Company has authorized the donation of study — to deliver the documents, due in October. Recently, the Company postpone the deadline of studies donations to January 6th. The donation of project studies is made with no expenses, terms or conditions to the Port Authority or to any member of the public administration, and is non-binding.
The modeling of an eventual concession will consider the management of the asset as a whole. “If there are any eventual resistance in the process, we’ll debate and render a solution together”, affirmed the Port Authority CEO, Casemiro Tércio Carvalho. According to the executive, there will be Service Level Agreements between the canal concessionary and the Port Authority by kind of relayed service, as well as a global SLA.
With this measure, the Port Authority endeavors to maximize the efficiency of Port of Santos’ main asset, and to ensure continuous service. Today, there are cases of terminals losing up to 4 hours a day in operation time, because of system inefficiencies.
“I am very satisfied by the number and quality of the participants. The expectations are the highest possible. Given that the Port of Santos is at an embrionary stage of its destatization, this is an excellent opportunity for the interested parties to manifest and bring forth any contribution in this sense”, said the Director for Business Development and Regulation, Danilo Veras.
The Port Authority’s Operations Director, Marcelo Ribeiro, highlighted that documents such as the Port Exploitation Regulation, rules for the mooring of ships and the Port Zoning and Development Plan (PDZ) are under reevaluation. “Eventual contributions are welcome in this process. If you convince us that they need changing, we have no problem in revisiting these documents. Our focus is efficiency”, he said.
A total of 15 companies and one individual were authorized to present projects, surveys, investigations and technical studies, as listed: Argonáutica Engenharia e Pesquisas Ltda; Atlântico Sul Consultoria e Projetos S/S Ltda; Boskalis do Brasil Dragagem e Serviços Marítimos Ltda; Cláudio Macedo Dreer; CPEA – Consultoria, Planejamento e Estudos Ambientais Ltda; Dragabras Serviços de Dragagem Ltda; DTA Engenharia Ltda; Future ATP Serviços de Engenharia Consultiva Ltda; Jan De Nul do Brasil Dragagem Ltda; Leonardo S.p.A; Navarro Prado Advogados; Queiroz Galvão Tecnologia em Defesa & Segurança S/A; Terrafirma Consultoria Empresarial e de Projetos Ltda; Tetra Tech Engenharia e Consultoria Ltda; Veirano Advogados; and Concremat.

About Santos Port Authority
Santos Port Authority is a public company connected to the Ntaional Port and Waterway Secretariat (SNPTA) of the Ministry of Infrastructure (MINFRA). It is responsible for the logistic planning and for the administration of the Organized Port of Santos’ infrastructure, the largest of Latin America, through which almost a third of the Brazilian trade balance is moved. With 7,8 million square meters, the port is located 70 Km from the metropolitan region of São Paulo, and contains 43¹ maritime and retroport terminals, distributed among the municipalities that make the two margins of the port’s estuary: Santos (right) and Guarujá (left).
